int:str ratio question

so when people say they are goin 2:1 or 7:1 etc... does that mean every time they get stat points they add 7 to int and 1 to str? or by the time they lvl 80 they would have 70 lvls worth of stat points into int and 10 lvls of stat points into str? hope that makes sense

2:1 means each level
7:1 mean 70 :10 levels
