Penon fighter at Samarkand south gate

Yesterday there spawned an elite penon fighter at samarkand south gate. How do you do that??

Maybe a monster scroll or a mask

It was only one, doesn't a monster scroll summon multiple mobs?

If it was a monster scroll, it wouldn't be Elite, it would be Strong.

You can lure unique spawns but not to other continents

You can get 1 elite mob, if you just summon a monster scroll without a party. But i though you'll get Penon Warriors, not Penon Fighters.
