back in australia, i had a pc at work that kept starting back up after i shut it down.
i had to pull the plug everytime i shut it down. idk what was wrong, just some over-
active pc i guess..
about your bro's pc, seriously no idea what can be the problem. if it starts opening
random programs, then its most likely some kind of virus yes.
