For me?
Absolutely no anime. I've really never liked anime tags whatsoever. And it's really the same for sprites, too. Unless it's an extremely tastefully done sprite, I'll never really be able to fully appreciate it.
I guess I like my subject matters to be of a more serious and concrete matter, whether it be an emotion, a person, or relationships. The latter's my favorite subject matter. :d
I like my tags to be small too. Around the size of 310px by 100px is a great size for me. Overly large tags are an eyesore, and I think that it really says something about the artist if they can convey the emotion that they're trying to convey in that small space. For example, the Secret sig that HOLLA made for me - it's small, but I'm able to fully grasp the feeling of secrecy, right down to the man tilting his hat, even on such a small canvas.
Borders really go with the tag. There isn't a specific border that I like the most. Some sigs just work better with a simple stroke border, and some work better with a movie-style border.
All in all, I think HOLLA's work really summarizes my tastes very well. I'm a big admirer of his.

Re: what kind of sigs are the most appealing to you?
IMO sigs, drawings or any art has to have a meaning.
That is, not, "I found a cool render, and I'm going to make a cool sig from it". It is finding a theme or a message that you want to convey first, then finding a fitting render. Its not, "I want to make a grundge sig this time", it is I think this piece of sig that I realy want to do will look and deliver best in a grudge style".
That is the main reason why I took your sig request too. Because there was meaning.
So in that taste, anime is fine, as long as its not some vectorish no-brainer sig, it has to have something you can tell about it. Sprites are nono, because I don't see any emotional attachment no matter how great the sig is.
The colors, the render, the text, the flow, the depth: all together they must convey a meaning in order for sigs to work for me. I first find the theme, get a render/color, decide technique/flow/all that stuff. Notice that theme always comes first, then the render depends on it. The "how I make it" is always the last thing. So rIts not just an overal pretty visual effect. Its the fact that the art speaks for itself, conveys the message to others just by one glance. The techniques and the style is only how you execute it.
I really don't want to give names, but people who keep doing the same style over and over again, despite all the constructive comments from the artists in AC, basically doesn't have an image of what they want to portray. They should think what is it that they have in mind, before attention to smudge, or skrew around with the render.
If you are looking for your own style, think about HOW you want your sig to appeal, not HOW you do it, because style shows through your emotions and the construction of artwork itself, and not how it is made.
