Accessing kSRO's Test Server

We've had posts throughout this forum regarding information about upcoming updates, skills, items, etc. that were obtained through a test server.

Can we access this server? How?

The only allowed like people with lv 90 accounts, it was back then when they were fixing to release Ch'tomb and 10th degree.

When i played ksro (long time ago like few month) i heard you need 60 lvl or over account for test server. Not 90.
