Lvl 22 Euro Quest Help

I'm having trouble finding the NPC that holds the quest, i read the European 1-30 quest guide here and it just says Port NPC (Port of Constantinope side).
Where is the NPC? I checked the harbor and both NPCs at the ferry's but its not them.

Lv 22 Quest A
NPC: Port NPC (Port of Constantine side)
Mission: Collect 30 boxes from lvl 22 pirates
Reward: exp 53000 / skill exp 10000 / gold 16200
Comment: bring uni pills, they cause poison status
