I'd say you should go for it. I'm pretty sure alot of people say that, but they don't mean it... In personal experience though, it's best to just take the risk.
If a guy kind of loiters around forever and then finally asks the girl out very timidly, she's not going to think much of him and will probably turn him down.
If a guy goes straight up to the girl and asks her out, then she thinks that he must be pretty damn cool if he can just go up and do that, and will probably accept.
BUT! You haven't seen each other for a long time ago, so you're ok.

So yeah, try and do something. I dunno how old you are by the way, but the best advice is to do something pretty soon y'know... Otherwise nothing's ever gonna happen... Just a piece of advice.
