cannot register

I wonder if someone can help me. I downloaded the game yesturday night but when I tried to register it would not let me. I have never played this game before but I got the message "In Silkroad Online, only 5 accounts can be created from an identical IP. Please send inquires through Bug Report and they will be taken care of." How can I send a report through Bug Report if the website will not even let me register. I cannot get on to the forums or send a report because I cannot get into the game. Can someone please report this error so that the gms are aware of it. Either that or post some way that I can get in touch with them myself. Thanks.
