Does all have to pay 5mil for the fortress war or only guild

Does all have to pay 5 mill from a guild to join the fortress war or can 1 from the guild do it?

Its 5mil gold for each registering guild.

Only the guild master can register a guild for fortress war, guild members dont have to.
