Guild question

For example,I have just created a guild and disbanded it the same day.Do i have to wait 3 days to join another guild or i can join it instantly?

Haven't tried it but I believe you'll have to wait 3 days

Isnt the penalty after disbanding a guild 45 days or something? :S

Or am I just going crazy.

45 days of GM not logging on to allow guild to vote for new GM. >_>
