rebuilding my skills?

i'm lvl 20 and i'm an ice archer now but i spent a lot of my skill points in fire

so can i remove the fire or rebuid my skills ?

and skills lost in ice

Well, if you're an ice archer, I don't know what you were doing spending points into fire. You could look at it both ways.

-Fires stronger than ice, and has burn damage

-Ice can freeze, slow them down, or stop them completely, giving you time to add some more damage up on them.
