Is there really a pot delay skill?

I heard the europeans have a skill that gives pot delay, is this true?
if so whats it called and who has it?

Î haven't heard of that, but there is a wizard skill that reduces mana (Cold Mentalist/Mana drain or mana drought)

Yes, sort of. For HP, I believe it's the Warlock's skill 'Wheel Bind' from the Dim Haze skill line.
