Don't get me wrong, you CAN do something with a IP. For example, DDosing. If someone says something like "I'm going to ddos you", don't feel intimidated. 99% of the time they're just using scare tactics to make you run like a wimp. If they do manage it, usually it will only last for a few seconds (possibly 3-5 sec?), if not it wont even work. ISP are much intelligent these days
