does it like block more or is it like more defence matter i don't get it :? :? :? :?

If you mean blocking ratio on shields, it is what it is ie a %. So for example if you had say a br 15 shield, and passive +7% (bicheon passive), then your total br is 22%.

So a br 22, would block 22 hits for every 100 hits dealt to you. By block here means you get no damage from the hit.
