OH NO!

Well, I'm cleaning up my computer and deleting all the junk, I came across a few program installs aswell as one folder that will not let me delete them.
They just say "This file/program is being used my a program/person"

But i have checked the processes on my computer and its not running them, and neither am i!

Help me please
