Hybrid Spear Vs. Hybrid S/S

I'm wondering which of these two are better for PvP. I'm thinking of using specific balances for each, 85% Mag for Spear, and 95% mag for S/S, to even out the Dmg on monsters, but my main concern is PvP. This is, ideally, considering all skills that you end up getting (lightning chain as an example for sword users)

Which is better for PvP in the long run, assuming I used all the same skills for each, and only replaced the weapon masteries?

87% int hybrid sword is the best.

At levels below 70, it's 85%.

At levels above 90, it's 88%.

The reason I wanted a higher mag balance for sword, is that it already has decreased dmg vs spear, and having a similar mag balance would just make it that much worse for PvM as I see it.

I also heard from a lvl 80 s/s friend that 87% (his balance) that he had enough hp to never be killed, but could barely hit enough to kill others.
