Of course! You can use my cleric tips and use them with a Wizard as well. My only advice for that build though is to use Life Control as least as possible. Not only does it make you vulnerable to dying, but even Bless Spell won't be strong enough to protect you from critical hits you can receive. =)

And for your question, HP leeching skills take around 2-3 seconds to cast which could be enough time for someone to kill you. Recovery Division keeps your HP at a steady level when in combat with another opponent, and you also have the ability to use your Vampire Touch/Kiss skills without being totally dependent on them. As far as Mana Cycle goes, I find that it's pretty unnecessary for Warlocks- I've never been in a situation in which my MP wasn't regenerating fast enough.
