it has to do with damage, say a nuke is 460-800(300%)
the nuke will hit for 460-800 and multiply ur magical gamage on ur character by 300%
at least this is always the way i assumed it to work, well, something like that anyway
same goes for phys damage moves like soul spear, bicheon moves, stuff like that

that was not an assumption, the percentage shows how long you need for the attack and how strong it will be.

that was not an assumption, the percentage shows how long you need for the attack and how strong it will be.
Is true thats used to be like this on some cases, but now Joymax change that for example reducing the strong bow casting time to the antidevil casting time. Moreover, the skill with highest % on Heuskal tree is GSM and the best of that skill is the almost zero casting time (cooldown time is another history).

each skill has its own cool down the precent means nothing to it, its just that more powerfull skill usually have a slower cool down
the precent is a weapon reflection (that precent of your attack power)
if the precent determined cool down then how come fire bolt and ice bolt cool down equally

example: spinny whoosh whoosh dagger skill: phy damage(200-300) 150%
ok so the (200-300) part is added to the 150% of your weapon damage (the physical damage in the example i gave u).
now lets say your daggers have phy dmg:(50-100), then it would mean x150% of the weapon dmg + (200-300) dmg... so this skill would deal between 275-450 dmg(correct me if im wrong i suck at math), thats not including the amount that then gets reduced by armor and what not.
Err... nooby question that i still cant figure out, what does the phy reinforce do?
