I am answering the bolded question part because the first word made the entire sentence make no sense! You delevel by going out into a bunch of agro mobs, take off all your clothes (because it is too hot), turn off auto-pot and then just die. Koreans do this when they are farming SP in order to stay at 16 forever.

yup you can...but you dont need to...gettin to 100k- SP is about enough for your perfect char...this will take around 2months or less dependin on if your goin to grind like a madman/women and if you got gold/silver tickets...
