when u get to lvl 2 you just get feared more, hunters will look at u and know that u are experienced, thats all.
if ur lvl 1 they understimate u and stuff
its just better to lvl up thief more so u get feared more

you get new suit at lvl3 aight? cause i see lvl3 chinese thiefs in devil suits and lvl2 unders in the normal red one.
