Q scroll thingies above some mobs heads

Hey I've searched for this but haven't found anything.

I'm just wondering what those Q scrolls above some mobs heads like Stable Sentry mean. I thought it was something related to quest mobs, but then there are some mobs you also have to kill that don't have those Q scroll thingies.

It is quest mobs.
