A question about this skill, there is a level limit for which enemies can be knocked down, right?

Nope. I've had a lvl 19 knock me down.

i have a more subtile question then :D
does a lvl19 KD a lvl50 as good as a lvl50 would KD a lvl50?
does he still have the same KD ratio?
