Is this really a passive or an active? Because i cannot use it formyself, for my party, for monsters. What is this skill????

You use it against other players, I think. So it's active. You'd have to come up with scenarios, where the skill is usefull, yourself (while jobbing as an example).

That's what I thought it was for: making it impossible for other players in PVP or doing jobs to attack anyone else but you for a set amount of time.
Did you try it out in a job suit against someone else in one? If it doesn't even work in PVP, that's the only thing left to check. Last option is, that the skill is messed up.

Btw, Do you know how to do the stable quest? Ive got the holy waters, but now i need to find the stable monsters... plz help =)
Got that water myself in cSRO, but never advanced further.
You can find the stable if you exit Constantinople to the western exit and move a while into the wilderness. More or less straight. Probably less, though. I can't give you a more precise description, but you will see those crossbowmen type of monsters that just not belong in that area, with some sort of sign over their head. They should be around level 13.
