Return scrolls not working?

Is it just me, but the return scrolls not working? I tried it when I'm not in a group and tried it when I was in a group. Anyone else having this problem?

Maybe your doing a delivery quest. You cant use any transportation or return scrolls.

O I should have know that, But the quest did not seem to be like one.
