Retrun Scroll?!

Omg, I Can't use return scroll anymore, it says: The request order cannot be carried out. :S what can I do. And another question, is this normal that I have 15 secs potion delay?! When i was lvl 8 I could use it with only 3 secs delay? Thx

If you can't use a return scroll, you're likely doing a delivery quest, and return scrolls are not allowed.

As for the delay, European characters have a pot delay of 15 seconds.
