guide request for light/ice pure int s/s build

i haven't noticed alot of guides on this kind of build but i heard instead people telling me to think about this build rather then fire/light s/s nuker so i would like to hear your opinions on why the light/ice nuker is more efficient then fire/light.. what kind of protector should be used etc, basicly all you know about this build.. and most important ..explain to me why mana shield suddenly became so important? thanks for your time
