Whats the damage on maxed Tigers Thunderbolt?

Hey I've been trying to max Tigers Thunderbolt and I'm at 7 now. I looked at this guide http://www.silkroadforums.com/viewtopic.php?t=25695 and it says max lvl is 9. Wtf I thought it was like 15? So whats the max damage then? I just spent all my sp trying to get this skill maxed and it's looking like it's not even gonna be worth it.
