What you're looking for actually is a website, not a program. And no, it's not illegal to use.
The website is http://www.rev6.com, but I think, more specifically, you're looking for this: http://rev6.com/index.php?site=servers
However, regarding if you have a chance of getting in, I highly doubt it. Some people use this, but I personally don't. The refresh time is too slow, and it's inaccurate at times as well.

He is talking about a program, actually. On the rev6 forums there is an autologin script/program (I don't remember if it's an autoit script or an executable) that you type your ID and Pass into, and it auto types them in, and take you to the image ver. Type in the image ver and when it detects an open spot it immediately hits enter to try to connect.

Sounds like a 3rd-party program to me, which is a bannable offense. I'd recommend against it, although I'm sure other people from these Forums might have different opinions.
