oh yeah and if i level at 17 and decident to go back to 16 to farm again
do is till keep the skills at 17 can i still use them is what my question is?

However, to answer your question, you're not making much sense. If you're talking about your Weapon / Force Skills being at L17, and you deleveled down to 16, could you still use those skills? Yes, you could. I've seen a L22 using Heaven Chain, because he deleveled all the way down.
If you're talking about Stat Points, you receive 3 each time you level, as well as the 2 that are automatically distributed into INT and STR for you. You keep the 3 if you delevel, but you lose the 2. Make sense?
