I'm far from being a computer builder/hobbyist or whatever it's called. But, I managed to just go to the score buy a bunch of stuff and assemble it. If you aren't a total dumbass it shouldn't be too hard.

Building a PC from scratch is easy but if you don't take certain precautions like grounding yourself to prevent static electricity, you can fry something just by touching it.

I recently built this rig off parts I bought from newegg. Everything worked like a charm, the only thing I needed was some XP install drivers for my Sata hard drive. Been working great ever since.
As for static, you're generally safe as long as you aren't dragging your feet on a carpet or putting things together on some kind of fabric. Just be sure to hang onto the plastic covers your parts come in, they protect against static and can be used to put the parts on/in when you're assembling the whole thing.
