no. its an event item.
it has better looks than normal flags and there is 2int and 2str added to them.

It's just for looks and the +2 int and str. I remember when I was low lvl I thought people were just wearing the 1 mil trader flags. So I bought a trader flag and wore it like a gdf....kept getting killed by thieves. :<
