well i got a couple low 20's (lvl 21-25) s3rd degree tuff that i want to stall but i dont know where it would sell at?

Don't waste your time stalling at lower lvls. Just NPC them or rondo them as mentioned. And continue grinding. Or log off the game and save same money off your electricity bill.

When you get 5th degree items, that is the time when stalling starts to actually become worth it IMO.
