Weird, language problem

Look at this, i downloaded asian languages on my computer but he still can't read chinese, he can on the csro site, but not in the patcher and server list, look at these screens and help me pleas.

Go to Control Panel --> Regional Settings --> "Advanced" tab

There will say "Language for non-Unicode programs" Scroll down the list for Chinese and restart your PC.
