How come sometimes its at +3(100%) and other times +5(100%)? Is it random when u use str tablets?

Actually i guess that up to 4th degree u can add a max of 3 str/int in every equipment or weapon, ive noticed that from 5 th degree it can go higher not sure how higher cause i havent pass the 5 th D yet...

1st - 4th degree items can get 3 str/int max on their equipments
5th - 6th degree items can get 4 str/int max on their equipments
7th - 8th degree items can get 5 str/int max on their equipments
9th degree items (when implimented) can get 6 str/int max on their equipments
This is how some items can have 3 str as 100% while another item could have 3 str as 50%.
