In case you havent noticed, adding more servers doesnt help anyone on the current servers. Venice is packed and if a new server opens, nobody can move their character there so whats the point? So a genius idea would be to open at least 15 more servers all at once and then let players buy a cash item for like 50-100 silk that will switch them to any other server permanently. And I guess youd probably need a move entire guild one too that gives all guild members a couple days to accept and move with them or decline and stay behind and become guildless, since not everyone in large guilds buys silk. Lets say 20,000 players move to a new server, and thats even a conservative estimate. Thats $100,000 USD in silk profits all at once. Thats at least enough to pay for several of the servers if not all of them I dunno how advanced and expensive they are plus then twice as many people can be on at once which means future silk income would go up. I think thatd be a fantastic idea. Of course, youd probably have to ban all bots and stop new ones from being created to make it really work so real, silk buying people could get on.

Server transfer in itself isnt a bad idea, although it won't help crowding either. A couple of the other MMO's I play have this as a premium service. It helps when you have a character that you really like stuck on a crappy server that you hate to play on, but transferring over to another server won't help much when the space just gets filled up again after the transfers.
That's the problem with all MMO's - Joymax could ban botters 24 hrs/day and still wouldn't get rid of them. They need a permanent solution for botting. However, of all the MMO's I play/have played, not one has found that solution yet.
How about Lagmax bans bots instead? Wouldn't that be better? Yes. Do I like to answer my own questions? Yes.

When you have people laying on the floor dead for 2 hours straight, when you have but stuck in town gates or walls or rocks and so forth for 2 hour straight, you'll wonder why the god damn servers are full.
Of course, if you take out the bots you'd have much more space for legit players but even that wouldn't be a solution, in the long run, you'd have server saturation anyway.
But I mean, for christ sake! Can anyone here find it normal for a dead body to remain on the ground for 2 hours? Geee! Give the god damn people 3 chances at being res, 1 chance of being res within 5 minutes, another for 5 minutes and the last one, if you aren't res, you are god damn kicked off the god damn server.
Same thing with these inactive bots, nothing worse in this game than a bot except being a god damn inactive one stuck in a wall which takes space for a legit (well ok... I'm dreaming in color here) player to get in. Just long people off after a certain amount of no activity.
Oh! But then you'd have the 24h stall problem. People who stall for hours on end. There's another whole problem right there, stallers. Change the entire way of selling stuff, I've seen totally empty stalls for hours on end!

I have a SHIIIITGOOOD computer, but SOMETIMES, the lagg is caused by a problem after the server incpections, and then i cant do anything about it :p
