killer lag lately

Has anyone experienced killer lag lately? I can't take a step without looking like a walking picture or even sand still(even while grinding) and I was curious if it's due to my new pc(which is by far better than my last pc that lagged rarely) or if it's something that's ingame. Skills activate late also making pvp and pvm impossible. I know there's nothing wrong with my pc.

The server just went down for like 1 min then came back up and now im unable to use my imbue or skills, i cant buff eather. idk what the problem is even when i right click on them they still dont work. ( And yes kids i have enough mp )
