Return Scroll and Teleporting issues

When i try to use return scroll or teleport to donwhang (not quite sure about the spelling) but it doesnt seem to work. keeps telling me it wont work. The scrolls use to work, not anymore though, any idea why? thanks

maybe you are on a delivery quest?

they dont work if you need to deliver something. in that case, use a horse.

yeah, watch out for quests that say transport/scroll limitations
