bad upgrades, can someone explain?

Hi there . My name is Carlos and I am from Portugal. I started to play silkroad 3 weeks ago. I started with no help, without reading any tutorials and learning stuff as I went evolving in the game. Now, I'm level 18, but I have a terrible problem as I made my skill upgrades dispersed by Blade and Archer ..
In the magic part, I also did some dispersing but much more less. I've upgraded Cold skills.. Now I feel a little impotent when killing some creatures like bandits and white tigers, and I realised I shouldn't at this level..

Meanwhile I was invited to a guild and someone said that in the level 20 there was a quest that would make possible for me to "untrain" some skill and add that training into other training option.. is that true? Can someone explain that better to me? I would be very thankfull

at 20, talk to the herbalist of any town.
he will tell you to hunt cursed hearts.
for every 10 cursed hearts you find from mob drops,
you can make 1 allocation potion. right click this potion
to go to a skill screen where you can tell what skills you
want undone. to make these potions, talk to the herbalist
again.

note:
- you get back 80% of your invested sp
- it costs money
- this quest wont interfere with other mob drop quests
- you can not sell/trade/store these pots
- they stack in amounts of (i think) 30
- to get rid of the pots/hearts, undo the quest at the herbalist.

you can also buy allocation scrolls from the item mall with
real money.

if you know the game a bit you can get to lvl 20 in 1 day easily

just start over, delevelling your skills cost more money then you probably have
