where do i get the lvl 45 bungwang quest?

does anyone kno where i get the hihgest-grade nephrite quest, its at lvl 45....it sayz the hotan jade refiner...WHO IS THAT???

Go out of the north gate, along the long path until the path turns left/right, take the right path and follow it around, he's around the corner.

by the guild agent in hotan. if you take a right right before the guild agent, you'll see the NPC for the quest (i found this out at lvl 50 =( ).
