The only way you can get access back is by actually contacting Paypal with the required information they asked
same things happens when your account has been blocked due to wrong passwords (couple times failed)
Paypal needs those required information from you faxed so they can identify that you are the owner, i don`t know if your country has been blocked by Paypal now if so they there is probably no way you can get access back.

Send bank transfer information (copies with the informations of money transfers towards that Paypal account.

Send your id cards copy/ passport so they can identify who you are.
If you used a proxy while creating a Paypal account then forget it already.

well there you go you dont have to send all of those things you just need to send 1

for example passport and billing info

so hit continue to fax cover sheet
and send them your copy of the passport and a copy of a billing were it states you send cash to that specific Paypal account.

the address thing might just be a mistake on Paypal side, nothing to worry about since you got the correct passport and billing info.

good luck and i do have to agree your signature is kinda childish but never mind.
