Is the cold wave arrest skill useful in pvp??should i pump it??when is it useful?

Nope, as soon as you get Frost Nova, its useless.

i'd say it depends on your build personally. i could see where it may be more useful to an archer, since it's ranged, but that's about it. anything else frost nova would be better for sure.

Its only good for a distance freeze. AKA someone is running away from you, use it, catch em, forst nova there ass =D
