cloth renderd textures?!?

last night the textures actually had a cloth simulator on them to where they were all flowing in the wind. now they are stiff again. is it my computer or the games server? Is there something i can edit in my game file to make them have this cloth render?

is that the wind effect?
you can enable the wind effect by clicking options when you start the game (before you click on start) and put the graphics option to NOT CHANGED, click ok and start the game.

but if you are in game and you click confirm on the options window the wind effect will disappear.
