on the quest guide, it says:
Level 34 - Leegeuk's Jewel
NPC: Donwhang: Leegeuk(specialities shops)
Objective: Kill Robbers to obtain 200 "Juwel of Leegeuk"
Reward: Reward: 250000 gold

is that robber or robber follower? because robbers are lvl38 mobs and this is a lvl34 quest...

I'm not sure if this is the quest I'm thinking of... but you should be able to get the drops from any of the bandit monsters: archers bowmen, followers, bandits.
