Your only option for legal downloads of public domain compositions is MIDI, which sucks.

Umm, downloading Mozart's songs isn't illegal or piracy. Since he died over 60 years ago (More like a hundred), it's no longer illegal to download or copy it.

The law states, that when an artist has released an album 60 (or is it 100?) years ago, you may copy it.

And yet, Mozart never recorded a single album.

It's not the music that's copyrighted, that's why you can legally download MIDI files. It's the performance that's copyrighted. A CD of Mozart arias by the London Philharmonic is copyright the London Philharmonic. Trust me, I went to music school, we had required classes on copyright law.

Bakemaster is correct, performers retain copyright on albums they record although the written music may exist in the public domain.
