Question about knockdown skill

Physical attack power 42~51(200%)
Knock-down 50%(lv19)

Physical attack power 119~146(230%)
Knock-down 50%(lv41)
Front range Radius 2m (Simultaneous attack:3)

Physical attack power 269~329(250%)
Knock-down 50%(lv63)

these are the three different books. my question is with the lvl's. is it for pvp as in you can only knock over someone over 63 with the third book? or is it with monsters too?

U can kd any player / mob no matter whats his lvl. The problem is that if u use a lvl 57 54 or lower kd skill on a lvl 60 mob / player, the probability of kd is lower than 50%. if u use a lvl 60 63 or higher kd skill on a lvl 60 mob / player the probability is max 50%.

actually one more thing.

I'm a pure int s/s build.

Should i max the hidden blade series since it will allow me to consistently knock down enemies at a higher level? or just keep it at book 1 lvl 1 and see what i can do?
