What type of armor is ideal for sp farming at lvl 16. Garment/Protector or armor. And also, what skills to learn if I am using spear instead of bow. thx.

You really should switch to bow lol it will go much faster!
If you switch to bow and you are able to 1 hit kill them, then you will not have to worry about bringing any kind of hp potions with you,NONE. Ideal i am going to go with protector/armor because you dont have to look as hard to find stuff you can use. And keep your masteries at lvl 7, nothing higher so you have your 9 gap ^^

I know its ideal to get a bow, but to 1 hit bandits u need at least som+5 bow, which is kinda expensive. I got myself a sosun spear so i think its alright. So i presume a mixture of protector/armor is alright?

Depends on your build.
If your pure str youll need int 2-3 on everything and a som bow.(Dragon flag helps too) but if your pure int youll still need the int but you can use a sos+3 bow and you should be fine. Leveling up past 20 then deleveling helps too.

If you are int, and are farming on chakjis or higher I would suggest using armor as enemies will hit hard. Hardly any enemies use magical attack below level 30. At level 16 after delevling from 30, I could kill just as fast as when I was 27-28ish using som/sosun armor set + sosun spear 16+5 on hyungnos. There are many good spawn points in donwhang for hyungnos and they give 1 sp per kill. You will need med pots if you decide to do this though.
If you are simply farming on bandits or black/white tigers I would choose either garment or armor. Garment if you do not get hurt much and it also makes you move faster + save mp. If you find that your health isn't enough switch to armor. Because you are using spear you are more susceptible to dieing so make sure you have a good equipment to back up the power of your spear. As for skills, you should use lightning imbue because it has AoE effect. If you cannot tank then I would suggest cold imbue. This is because it can slow down enemy attacks and the damage difference is not that noticeable at lower levels. The only skill you are allowed to use since your masteries should be kept at 7 is the first book of the spear attack (forgot name). Don't level up force or anything unless you plan to have that in the future as pots > healing skills for now.
What you decide to farm on depends on how much damage you can take without dieing. Bandit archers are a no no as bows will rape them before you can touch them with your spear. Bandits are easy to find but many people are around. Tigers a bit harder to find fast spawn rates. Chakji workers near the east ferry might be a good choice but many bots are there. Chakjis in donwhang can be good if you are alone and there are good spawns. Hyungnos only if you can take the damage.

if you have a good bow then the armor doesn't really matter quite as much assuming you kill them fast enough. (chances are the archers/bandits won't be able to kill you during the amount of time it takes for you to kill them)
For me I prefer garms because they help you save on mp pots and help u walk faster (that dang walk from jg to the den is annoying after about the 10th time u do it. I've given up on using horses cuz the stupid yeoha keep killing it ) However I do have SoX gear on, so the phy def on it is high enough to make bandits do only 10-15 damage on me per hit.
I used armor for my int char (first char i farmed with) and it was fine. Used garms for my str char and I found it probably around the same in terms of speed. (as a str char I do end up using an extra arrow)
Since you are spear, you will have to run towards the mob, so unless you have tonnes of moving scrolls available, i'd suggest a set of nice garms (SoX stuff) to provide you with bonus moving speed. if you can't find a nice set of garms, then armor for the higher phy defense.
