Weapon Mastery and Nukes

So yea, Does the lvl of Weapon mastery affect your nuke?

Example:

Person 1 has lvl60 heuksal and nuke with a spear and lets say it does 2k dmg.

Person 2 has NO lvl in heuksal and nukes with a spear. Does is have the same 2k dmg or it has less cus no mastery weapon???

When calculating Magical Damage of a nuke, the weapon mastery % dosnt come into play.
