+9 is uncaommon, but not extremely uncommon. Although there is a picture somewhere of a +11 and a +13 level 16 shield

The +13 is fake, it's just the same +11 shield and someone said it was +13.

There was a screen shot posted in tavern not long ago of a level 16 shield in a stall, it said +13 at the top. And making a +13 for a shield lvl 16 wouldnt even cost that much money or gold. The astrals are cheap and so are the immortals and the elixer's.

Its possible i think to go as far as you want. Just every time you go +, yur chance are reduced by a certain percent or degree. So you can have a 0.01chance of going +20, there is still a chance, but its not very plausable.
