Then what does the +100% doing to the 20% increase in AR? I was thinking it has more probability? or is more effective? Need more light on the (+%)s, thanks for responding.
A lvl 16 bow has a base attack rating of 51, if you add that white 8% to it, it will give you 52. (rounded up)
52* 20% from the blue line gives you 62.
Thats how they calculate it. First the white % then the blues.

The +100% in that case [Attack Rating 20% Increase (+100%)] means that 20% is the highest value that you can get the blue stat. Like if you only got Attack Rating 10% Increase, it would say (+50%) in brackets at the end.
The higher the item is (in terms of degrees) the higher the blues you can get on it. While that 3rd degree bow can only get a max of 20% Attack Rating, my 8th degree bow can get a max of 40% Increase.
