Every item has white stats. The stats can vary over a range for that lvl.
Ex (with made up numbers) The crit on a bow ranges from 2-13. Crit 2 would be 0% and Crit 13 would be 100%.
*Note: the percent indicates where the stat lies in the given range.
It does NOT mean that crit 13 is 100 times better than crit 2.
Npc items have lowest possible stats for that lvl.
You always want your percents to be as high as possible.
I have never seen 100% stats.
Like stated above the white percent is already factored into the number listed.

100% stats DO exist but it is very rare. Someone on Tibet has a 72+5 sword with 100% magic attack!

The dmg will not be 76% better than an npc weapon, as someone said. It will be in the range of 50-60 attack power more than an npc one (both being at +0)
The 76% doesnt mean u will hit at 76% of the 750~982 area. Its the 76% of the weapons max attack power. Attack rate defines if u gonna hit at the higher areas of the weapons attack power.
